Exempt Position. JOB SUMMARY : Responsible for the daily management and performance of the Environmental, Health, and Safety Department. Leads, implements, and maintains effective environmental, health, and safety programs. Ensures a safe work environment free of recognizable hazards. Ensures compliance with all federal, state and local regulations. DUTIES AND RESPONSIBILITIES

  • Responsible for the overall management of all facility environment, health and safety programs including Hazard Communication, Occupational Safety, Industrial Hygiene, Chemical Hygiene / Laboratory Safety, Biological Safety, and Fire Safety. Lead projects & evaluate processes in the anticipation, recognition, evaluation and control of occupational health, safety and environmental regulations.
  • Develops and provides safety and environmental training to all site associates and contractors.
  • Conduct job site assessments, focusing on unsafe conditions and unsafe work behaviors; ensure appropriate action is taken to correct deficiencies.
  • Participate in Occupational Safety and Health Administration (OSHA) inspections and in any procedures that may follow a citation. Investigate, prepare, and forward, as required, reports on injuries and accidents.
  • Implement safety policies, procedures, goals, programs and training.
  • Monitor and maintain records and permits of regulations, hazardous, and bio hazardous materials and waste in compliance with all applicable local, state and federal regulations.
  • Develop and communicate technical information in a manner that fosters understanding, decision-making, and positive interaction with employees, functional managers, & facility management teams.
  • Provide input to establish EH&S financial goals. Manage site EH&S financial performance to reach established budgetary goals.
  • Periodic review, revision and update of policies, procedures, programs, and metrics to ensure alignment of EH&S strategies with business needs.
  • Leads monthly plant environmental meeting, inspections.
  • Oversees the plant security.
  • Support the (CT-PAT) Custom Trade Partnership Against Terrorism Program Prepare report for governmental agencies including PREPA, EQB, and AAA. Maintains applicable site permits associated with EH&S issues. Submit permit applications as necessary and play a major role in ensuring all work areas meet Local, State, and Federal regulatory requirements.
  • Responsible for developing, implementing, and monitoring industrial safety programs within the company. Develops and implements Corporate safety policies, plans, and programs, such as the Injury Prevention Plan and Right-to-Know.
  • Responsible together with the Supervisors for inspecting plant areas to ensure compliance with Occupational Safety and Health Administration (OSHA) regulations. Oversee and coordinate scheduling and documentation of monthly testing, inspections and audit of all ancillary safety equipment (i.e. : eye washes, emergency showers, fire extinguishers), needs at the site.
  • Responsible for Safety evaluation of new equipment and raw materials.
  • Monitors employee exposure to noise, chemicals and other toxic substances. Follows up to ensure that safety hazards and unsafe practices have been corrected.
  • Leads the site safety committee
  • Acts as primary contact for all local, state, and federal safety agencies, underwriters, and insurance investigators, in safety / environmental related matters.
  • Acts as liaison to Hazardous Waste vendor to ensure proper storage and labeling of hazardous waste and scheduling of waste and recyclable disposal pick-ups.
  • Ensures that EH&S department files are properly maintained.
  • Participates in the Island Safety Management Council.
  • Manage site's Ergonomics Program. Act as primary liaison to associates and others receiving or requesting ergonomic evaluations. Coordinate follow-up activities, track evaluations and equipment orders.
  • Ensures all equipment and areas are posted with correct warning signs and labels as per defined guidelines.
  • Responsible of the Business Continuity Plan EH&S actions.
  • Keeps abreast of the basic requirements for compliance in own area of work and complies with those requirements. Participates as required in training on regulatory issues affecting own area of work.
  • Brings regulatory compliance questions / issues to the attention of management.
  • Promotes a safe work environment. May provide recommendations on maintaining the safety of the work environment. Addresses corrective actions whenever a hazard is identified. Notifies supervisor of all observed hazardous conditions or unsafe work practices.
  • Actively attend and participate in the ESC meetings and initiatives.
  • Provide recommendations to support systems that continuously improve product / process quality and product availability, reduce cost and increase production capability.
  • Performs other related duties and assignments as required. KNOWLEDGE AND SKILLS
  • Demonstrated understanding of federal and state safety and environmental laws and the ability to identify and evaluate workplace hazards.

  • Effective communication and presentation skills, to include the ability to exercise judgment
  • and appropriately communicate and manage confidential information.
  • Demonstrated understanding of Local Workers Compensation Law

  • Bilingual, fluent in English and Spanish, oral and written

  • Knowledge on OSHA, EPA, RCRA, Air Quality, Water Pollution regulations and other safety / environmental regulations.

  • Must be proficient working with PCs. Requires good command of Word, Excel, PowerPoint, FileMaker Pro, e-mail and the Internet.
  • Knowledge of occupational safety programs and procedures such as loss prevention, Industrial Hygiene Protocols (ACGIH), Fire Protection and Life Safety Controls (NFPA), and Emergency Response.
  • Knowledge of chemistry and laboratory procedures. EDUCATION AND EXPERIENCE
  • Requires a bachelor’s degree in environmental, Occupational Safety and Health, Industrial Hygiene, Science, or Engineering related field and a minimum of five (5) years of related experience working in a laboratory or regulated manufacturing environment with safety and / or environmental responsibilities.
  • Prior experience problem-solving ergonomic safety concerns and conducting ergonomic evaluations indifferent work settings (office, lab, manual materials handling) is required.
  • Experience dealing with Safety and Environmental Regulatory Agencies is also required. MENTAL DEMAND : Apply common-sense understanding to carry out instructions furnished in written, oral, or diagrammatic form. Manage stressful situations. PHYSICAL DEMAND : Frequently, the work requires carrying, lifting, pushing and pulling of medium level objects. In addition, frequently requires sitting, reaching and handling. Occasionally, the job requires climbing, stooping, kneeling and fingering. Constantly, the job requires standing, walking, talking hearing and seeing (depth perception / visual color discrimination and near / far vision). WORKING ENVIRONMENT : The work is performed frequently inside and outside the building. The work requires exposure to extreme cold and heat temperatures changes. The work environment has noise and hazards exposures mechanical-equipment, electrical, burns, biomedical and chemical solvents) and atmospheric conditions (fumes, odors, dusts, mists, gases and poor ventilation).
