Allegheny Science & Technology (AST) is seeking a mid-to-senior level Technical Project Manager to support the oversight, communication, and management of various Puerto Rico-based energy infrastructure and transmission projects. The candidate will work closely with stakeholders, including government agencies, utility companies, and private sector partners, to facilitate project development, ensure alignment with goals and requirements, and proactively address any concerns.
Duties & Responsibilities :

- Apply technical knowledge of power systems, transmission technologies, and grid management to solve complex problems and optimize infrastructure performance.
- Understand project requirements and ensure stakeholders are aware of their expectations.
- Develop comprehensive project plans, including detailed tasks, timelines, resource allocation, and other estimates.
- Lead and motivate project teams, assigning responsibilities and monitoring progress to ensure timely completion of tasks.
- Report to senior leadership on the status of tasks and interactions between stakeholders.
- Take meeting notes (scribe) and provide summaries to leadership.
- Identify, assess, and manage project risks and issues, developing and proposing mitigation strategies to leadership as needed.
- Establish and maintain effective communication channels with all project stakeholders, providing regular updates on project status, risks, and changes.
- Assist with the facilitation and coordination between various Federal agencies.
- Assist with the implementation of quality assurance processes to ensure deliverables meet defined standards.
- Conduct post-project evaluations to identify lessons learned and best practices for future projects.
- Facilitate workshops, meetings, presentations, and communication to internal teams and external stakeholders.
- Provide conflict mitigation and resolution strategies to address project-related disputes or challenges among stakeholders.
Required Qualifications :
Bachelor's Degree, minimum 5 years of experience – with the ideal candidate having 5-8 years of experience – additional years of experience or post-graduate degrees may be substituted for education or experience requirements.A minimum of 5 years of experience supporting federal customers in a similar capacity.A minimum of 1 year of experience supporting either the Department of Energy or Puerto Rico energy projects.Proven track record of managing full project life cycles from initiation to closure.Bilingual (Spanish / English) required.Strong understanding of project management.Exceptional leadership, team management, and interpersonal skills.Excellent written and verbal communication abilities, capable of articulating complex information clearly and professionally.Strong analytical and problem-solving capabilities, with a focus on delivering practical solutions.Proficiency in risk management, budget management, and resource planning.Ability to manage multiple projects concurrently and adapt to changing priorities.Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).Comprehensive knowledge of conflict resolution.Ability to facilitate critical conversations and provide leadership in an environment of diverse professionals.Other Qualifications :
U.S. Citizenship is required.Must be willing to travel 10-15%.This is a hybrid position and candidates must be local to Puerto Rico.Multiple factors contribute to determining the final pay for a position. These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.
The pay range for this position based on full-time employment is $107,000 - $173,000.
