Project Manager
BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program / Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a highly skilled and experienced Project Manager to join our team to lead and oversee the entire lifecycle of projects within the United States Army Corps of Engineers (USACE), Caribbean District (South Atlantic Division [SAA]) in Puerto Rico. The project manager position is responsible for supporting the management of planning, design, and construction of Civil Works, Military and Interagency and International Support (IIS) Projects throughout the Caribbean region and will be required to work on-site, full-time at the USACE office in San Juan, Puerto Rico. This role involves managing multiple complex projects, including their planning, scoping, budgeting, design, construction, and overall direction, ensuring all aspects are delivered on time, within scope, and within budget. The ideal candidate will have significant experience in project management, strong leadership skills, and a deep understanding of USACE construction projects and engineering standards, with Puerto Rico experience as very desirable.
Job Duties & Responsibilities
- Project Leadership & Coordination
Lead the planning, scoping, design, development, and construction of assigned projects from start to finish, ensuring each phase is completed efficiently, on schedule, and within budget
Manage and direct project teams, assigning tasks and responsibilities, and ensuring that the team collaborates effectively to achieve project goalsCoordinate cross-functional teams, including engineers, designers, contractors, and subcontractors, to ensure seamless execution of project deliverablesAct as the primary point of contact for project stakeholders, including USACE, local government entities, contractors, and external partnersEnsure the proper integration of project schedules, resources, and activities to achieve project goalsBudget Management & Financial OversightOversee the preparation and monitoring of the project budget, ensuring that all financial resources are used effectively and efficiently
Manage project expenditures, ensuring adherence to budget limits, and initiate corrective actions if necessary to keep the project on trackPrepare and present detailed financial reports, including milestone tracking, cost management, and variance analysis for internal and client reviewsRisk Management & Problem-SolvingProactively identify risks and potential project challenges (eg, financial, schedule-related, or technical) and work with the team to implement mitigation strategies
Lead the development of contingency plans to address unforeseen circumstances and ensure project successResolve conflicts or issues that may arise during project execution, ensuring minimal disruption to timelines and project goalsQuality Assurance & ComplianceEnsure that all project deliverables adhere to USACE standards, federal regulations, and industry best practices
Implement and oversee quality control processes to maintain high standards throughout all stages of the projectMaintain compliance with federal guidelines, including health and safety regulations and environmental considerationsReporting & DocumentationOversee the preparation of detailed project documentation, including project schedules, budgets, status reports, risk assessments, and final deliverables
Ensure timely and accurate submission of progress reports, milestone reviews, and final reports to key stakeholders, including USACEMaintain comprehensive project files, including contracts, agreements, and change orders, for future reference and auditing purposesStakeholder ManagementDevelop and maintain strong relationships with clients, contractors, and vendors, ensuring clear communication and expectations
Organize and facilitate project meetings (kick-off, status updates, review meetings) to track progress, resolve issues, and ensure alignment with project goalsCollaborate closely with the Outreach and Communications teams to ensure that stakeholders are well-informed and that all public-facing materials adhere to USACE and BB&E guidelinesKey Qualifications
U.S. Citizenship and theability to obtain / maintain a NACI / CAC is requiredCertification : PMP (Project Management Professional) or Professional Engineer (PE) is highly preferredMust be willing to work in Puerto Rico for the duration of the project, including occasional travel to other locations as neededSkills & CompetenciesProven ability to manage complex projects, including oversight of cross-functional teams and multiple stakeholders
Strong background in budgeting, cost control, and financial reporting within the context of large-scale projectsExcellent interpersonal skills, with the ability to lead diverse teams and communicate with a variety of stakeholders at different levelsStrong analytical and problem-solving skills, with the ability to make quick, informed decisions and manage complex project challengesExceptional organizational skills and the ability to manage multiple projects simultaneously, meeting tight deadlines and managing competing prioritiesFamiliarity with federal acquisition regulations (FAR) and government project compliance requirements is preferredStrong Communication Skills : Native or near-native fluency in Spanish and English (spoken and written) with the ability to effectively communicate technical concepts in both languages is requiredSoftware : Proficiency using MS Office software including Excel, Word, and PowerPoint and experience with project management software such as Primavera, MS Project, or similar platformsSelf-Starter : Highly motivated, with the ability to manage multiple tasks and deadlines autonomouslyExperience & Education
Experience : A minimum of 10 years of experience in project management, with at least 5 years managing USACE or large-scale Federal infrastructure projects and demonstrated experience in managing multi-phase projects, including planning, design, and construction, preferably within the civil engineering or government contracting sectors is requiredEducation : A minimum of a Bachelor's degree in a relevant field or advanced certifications in engineering or construction management from an ABET accredited university is requiredPhysical Requirements
